Obun2 Conducts Child Protection TOT Programme for Sindh Police

The Training Branch of Sindh Police, in collaboration with Obun2 and Terre des Hommes Germany (TDH), successfully organised two specialised Training of Trainers (TOT) Programmes on Child Protection on 11–12 May 2026 and 13–14 May 2026 at the Training Directorate, CPO Sindh Karachi.

The initiative aimed to strengthen the institutional capacity of Sindh Police by developing a dedicated pool of trained law instructors capable of integrating child protection into police training curricula across Sindh. Through the two phases of the TOT programme, twenty-five law instructors were trained in each batch, resulting in a total of fifty trainers from various Sindh Police training institutions.

The sessions demonstrated a high level of engagement, participation and professional commitment from the law instructors. Interactive discussions, group work, presentations, practical exercises and case reflections enabled participants to actively engage with child protection concepts and explore the practical application of child-sensitive policing approaches within real policing environments.

The training programme covered a broad range of child protection themes and legal frameworks. Day 1 focused on the conceptual foundations of child protection, including understanding children’s rights, vulnerable children in Sindh, indicators of abuse and the role of police in child protection. Participants were also introduced to international child rights instruments, constitutional protections for children in Pakistan, and the national and provincial legal framework governing child protection and police responsibilities. Sessions further examined the institutional child protection framework in Sindh, including key agencies, coordination mechanisms and referral pathways.

Day 2 concentrated on practical policing responses involving children. The programme included detailed sessions on child-sensitive policing principles, professional communication with children, police response to children as witnesses, and establishing child-sensitive police station environments. Participants also received specialised training on children in conflict with the law, including juvenile justice principles, police safeguards, arrest procedures, FIR registration, investigation, age determination, remand, challan, bail and diversion mechanisms. Additional sessions addressed police response to child abuse, violence and exploitation, including legal application, immediate police response, investigation procedures, protection measures, rehabilitation and coordination pathways.

As part of this initiative, Obun2 prepared a comprehensive Child Protection Training Manual and Facilitator’s Training Guide for Sindh Police. These resources have been designed to support long-term institutional learning and will serve as practical reference materials for trainers and police personnel during future child protection trainings.

The programme also introduced the integration of online learning resources and case studies through a dedicated child protection online training portal currently under development. The portal, expected to be launched soon, will provide police trainers with quick access to presentations, reference materials, legal resources, case studies and supplementary guidance tools to support continuous learning and future trainings.

The next phase of the initiative will involve the trained instructors conducting child protection sessions and courses for police officers and personnel across different Sindh Police training institutions. This cascading training model is expected to significantly strengthen institutional knowledge and improve child-sensitive policing practices across Sindh.

Sindh Police deserves appreciation for recognising the importance and sensitivity of child protection issues and for taking practical institutional measures to strengthen professional, humane and rights-based policing approaches. The leadership and support provided by the Sindh Police Training Branch played an important role in the successful implementation of this initiative.
