
Strategic Framework to Combat Bonded Labour and Human Trafficking in Sindh
Obun2 is proud to have developed the Strategic Framework (2025–2027) for the Sindh Human Rights Commission (SHRC) to address bonded labour and human trafficking in the province (DRAFT). This document was prepared following a consultative process and reflects a forward-thinking and human rights–centred approach to some of the most persistent and severe forms of exploitation affecting vulnerable communities in Sindh.
Developed in alignment with the SHRC Strategic Framework 2023–2027, this strategy outlines a detailed, five-pillar structure focused on legislative reform, monitoring of international human rights obligations, public education and awareness, institutional accountability, and strengthening SHRC’s own capacity. It seeks to align Sindh’s response with constitutional protections and international treaties while recognising the need for systemic reforms to break the cycle of exploitation.
The framework not only emphasises policy reform and due process within the criminal justice system but also highlights the role of community engagement, media, education, and public-private collaboration in combating bonded labour and trafficking. Special attention is given to vulnerable populations such as women, children, and minorities often subjected to exploitative conditions in sectors such as agriculture, brick kilns, fishing, mining, and domestic work.
Through this important contribution, Obun2 continues its commitment to supporting rights-based institutional frameworks and strengthening the accountability mechanisms necessary to protect human dignity in Sindh.
