Strategic Roadmap for Pakistan Coalition for Education (PCE)

The Executive Director of Obun2, Qindeel Shujaat developed Strategic Roadmap for the Pakistan Coalition for Education (PCE). This roadmap, developed under the EOL-funded National Coalition Project (Phase 2) with the support of PCE and SAQI leadership, provides a comprehensive framework to guide PCE’s institutional development, policy engagement, and programmatic direction over the coming years.

The development of the framework was grounded in a structured, consultative, and evidence-based methodology. It involved extensive desk research, including review of PCE’s internal documents, progress and audit reports, engagement records, and project materials from the EOL-funded National Coalition Project Phase 2. A situational analysis of the national education landscape was conducted, supported by a wide-ranging literature review of Pakistan’s constitutional obligations, international commitments, provincial education sector plans, and relevant studies such as the Punjab and Gilgit-Baltistan child labour surveys. The report also examined structural challenges and governance gaps that affect access to quality, inclusive education. It then presents a critical assessment of PCE’s initiatives during 2022–2023 under the National Coalition Project, reviewing their relevance, effectiveness, efficiency, achievements, and challenges. A dedicated section evaluates PCE as an institution—analysing its membership, vision, mission, and governance structure through a thorough SWOT analysis, identifying both internal strengths and external opportunities for strategic positioning.

The roadmap culminates in a clear set of strategic recommendations aimed at enhancing PCE’s organisational effectiveness, expanding its policy influence, and strengthening its role as a national civil society voice on education. These insights are intended to support informed decision-making and adaptive programming, while aligning PCE’s future direction with broader education sector reforms and global commitments..

A robust consultative process accompanied the research phase, beginning with an inception meeting with PCE leadership, followed by key informant interviews with stakeholders and a consultation with PCE members in Islamabad on November 5, 2023. Draft recommendations were shaped by feedback from these engagements and were reviewed and approved by the SAQE Board as part of the finalisation process.
