Obun2 Developed Guidelines for Complaint Handling

Obun2 prepared guidelines for the Sindh Human Rights Commission (SHRC), aimed at strengthening and systematising the Commission’s complaint handling process. These SOPs provide a structured, rights-based framework for receiving, assessing, inquiring into, and resolving complaints of human rights violations within the province of Sindh.

The SOPs were developed in line with the Sindh Protection of Human Rights Act, 2011, and incorporate the Commission’s expanded mandate, which now includes business-related human rights violations under the 2023 amendment. The procedures are designed to guide SHRC staff and members through every stage of the complaint cycle—from registration and admissibility screening to investigation, resolution, and follow-up.

Key features of the SOPs include:

  • Clear criteria for admissibility and dismissal of complaints.
  • Defined protocols for Suo Moto actions in cases of urgent or systemic human rights violations.
  • A structured inquiry and fact-finding process.
  • Timelines to ensure prompt action (with complaints ideally resolved within 90 days).
  • Guidance for in-person hearings, enforcement, and follow-up.
  • Protocols for confidentiality and data protection.
