SHRC Adopted Strategic Plan 2023–2027

The Sindh Human Rights Commission (SHRC) has officially approved its updated Strategic Plan 2023–2027, a comprehensive roadmap that sets out the institution’s priorities and actions for advancing human rights in Sindh over a four-year period. This revised strategy reflects SHRC’s commitment to upholding civil, political, economic, social, and cultural rights in an evolving legal and political context.

This Strategic Plan was prepared by Qindeel Shujaat, Executive Director of Obun2, following an inclusive and consultative process. The plan was developed in response to the significant changes brought about by the 2023 amendment to the Sindh Protection of Human Rights Act 2011, which expanded the Commission’s mandate and institutional structure. The updated framework aims to ensure that SHRC remains dynamic, responsive, and grounded in constitutional and international human rights commitments.

The plan is built around five strategic pillars:

  1. Systematic Monitoring and Addressing Human Rights Violations and Abuses in Sindh
  2. Enhancing Knowledge and Understanding of Human Rights and Legal Entitlements
  3. Monitoring Compliance with the International Human Rights Regime
  4. Legislative Review of Laws, Policies, and Practices for Constitutional and International Alignment
  5. Institutional Strengthening of SHRC to Enhance Capacity and Efficiency

Each pillar is designed to reinforce SHRC’s ability to promote justice, equality, accountability, and rights awareness across the province. With the adoption of this plan, SHRC reaffirms its commitment to making human rights real and enforceable for all, especially marginalised communities. The strategy also includes an implementation roadmap and a strong emphasis on coordination, data systems, and institutional learning to achieve sustainable progress.
