
Obun2 Submits Proposed Amendment to Gilgit-Baltistan Compulsory Education Act, 2020
Obun2 has drafted and submitted the Gilgit-Baltistan Compulsory Education (Amendment) Bill, 2025 to the Secretary of the Gilgit-Baltistan School Education Department in June 2025. This proposed legislative amendment aims to address a critical legal gap in the Gilgit-Baltistan Compulsory Education Act, 2020, by ensuring full alignment with the constitutional guarantee of free and compulsory education for all children aged 5 to 16 years.
The proposed amendment specifically revises the definition of “child” under Section 2, Clause (c) of the 2020 Act. The updated definition—“‘Child’ means a person of either sex between the age of five and sixteen years”—is intended to bring the law in harmony with Article 25-A of the Constitution of Pakistan and Article 27 of the Gilgit-Baltistan Order, 2018, both of which affirm the state’s obligation to provide free and compulsory education to all children within this age group.
